Shared performance measurement ensures action, accountability, and informed decision-making.

Rockwall, TX – April 30, 2026 – The Rockwall County Commissioners Court is proud to announce the launch of its Strategic Plan Dashboard, an interactive, detailed snapshot of its progress in meeting the county’s strategic objectives. The dashboard is powered by Envisio, a strategy and performance management software for local governments and other publicly accountable organizations.

Rockwall County is displaying its strategic goals, performance data and progress made toward the Strategic Plan 2050 to increase transparency and build trust with residents and other community stakeholders. Strategic planning is an organizational management activity used to set priorities, focus energy and resources, strengthen operations, ensure employees and other stakeholders are working toward common goals, establish agreement on intended outcomes/results, and assess and adjust the organization’s direction in response to a changing environment.

“Our public dashboard is evidence of our commitment toward meeting the community-wide goals we laid out in our strategic plan,” said County Commissioner Dana Macalik. “By sharing our progress publicly, we are holding ourselves accountable and being transparent in our efforts to align our resources with the needs of our community.”

“We’re working towards strategic objectives that will greatly benefit the residents of Rockwall County, and we want to ensure they have insight into how this government is supporting the direct needs of our community,” said County Judge Frank New. “Envisio will allow us to build greater trust with residents while easing the reporting burden on our staff. With access to comprehensive reporting and dashboards that visualize our efforts, we’re providing our constituents, government employees, and Commissioners Court with a valuable resource to demonstrate the progress we’re making.”

Rockwall County’s strategic profile consists of 6 Strategic Goals:

1. Promote trust and transparency in governmental operations.

2. Position the county government for growth.

3. Strengthen local, regional, state and federal collaboration.

4. Invest in county-wide infrastructure.

5. Foster economic growth while preserving and protecting local culture and traditions.

6. Expand support for the judicial system, law enforcement, fire, emergency, and public health services

The dashboard includes details of desired outcomes, written updates from staff, and performance measures that all provide information on progress made toward the strategic goals. The Strategic Plan Dashboard is updated quarterly and shows the status of goals, strategies, and actions via color-coded sections. Blue means “completed,” green means “on track,” and yellow means “some disruption.”

With the launch of its public dashboard, Rockwall County joins government agencies across North America using Envisio to deliver and report on organizational strategy and performance and increase transparency and trust with residents.

“Local governments of every size are starting to realize the power of their data and the substantial value of transparency throughout government operations,” said Mike Bell, CEO and Founder of Envisio. “Rockwall County is a fantastic example of a government that is taking a look at the way things have been done in the past and evaluating how they can be more effective and strategic when it comes to serving the greater community from now on. We’re thrilled to be helping Rockwall County uncover strategic insights and supporting government employees and residents with increased visibility into community progress and outcomes.”
