City of Rowlett Issues Notice of Default to Sapphire Bay Developer

ROWLETT, TEXAS – After deliberations and receiving legal counsel, the Rowlett City Council unanimously voted to provide notice to the developer, Sapphire Bay Land Holdings I, declaring the developer in default of its development agreement with the City of Rowlett. The default results from the developer’s failure to diligently pursue the project in accordance with the agreed upon terms.

“After weighing all options, consulting with our legal team, and having serious conversations about the future implications of this development for our community, the Council has determined that this is the right step forward,” said Mayor Jeff Winget. “This project has remained stagnant for far too long, and we owe it to our residents to take action that will help spur progress on the peninsula.”

This action follows two City Council meetings addressing the concern in the last 30 days and even a meeting with the developer earlier this year. Mayor Winget emphasized that Sapphire Bay remains a private development, and this action does not change ownership of the land. “The city cannot compel construction or development,” he said. “The developer remains the owner of the property and is still bound by the zoning that is in place, which places limits on the amount of residential development allowed.”

First announced nearly ten years ago under the name Bayside, the project has seen multiple amendments, legal challenges, and changes in concept. The land was later divided into Bayside North and Sapphire Bay South, with the latter envisioned as a premier mixed-use destination on the shores of Lake Ray Hubbard.
