Commissioner John Stacy: Delivering Long-Delayed Road Relief Approved by Rockwall County Voters

Rockwall, TX – January 21, 2026 – Nearly two decades after Rockwall County voters approved funding to widen State Highway 66, the diversion of voter-approved road funds has come to an end.

“Traffic congestion isn’t just an inconvenience—it’s the result of broken promises,” said Commissioner John Stacy. “My focus has been simple: stop diverting road dollars and deliver the relief voters approved.”

On January 13, the Rockwall County Commissioners Court unanimously passed an order to sell 50 million dollars in road bonds – a major step forward for the Trip 21 road bond program. The county’s financial team expects the bonds to be sold by the end of January, unlocking a major wave of road projects focused on expanding key corridors and relieving congestion.”

“This didn’t happen overnight,” Stacy said. “It’s the result of more than two years of resetting priorities—moving away from developer-driven projects and back to the roads our residents actually use.”

Results Under Commissioner Stacy’s Leadership

Over the past three years, Commissioner Stacy has helped refocus Rockwall County’s transportation strategy on residents first, including:

  • Securing full funding for SH 205, a critical north–south corridor
  • Pressing TxDOT to advance the long-delayed FM 549 expansion
  • Strengthening staffing and funding for 22 miles of county-maintained roads
  • Approving nearly $70 million in road projects, with the majority of new bond funding dedicated to congestion relief
  • Targeting long-standing choke points, including SH 276/FM 548 and key intersections along SH 66

Stacy addressed questions about timing directly.

“The difference now is clear priorities, unanimous support from the Court, and projects that are ready to build.”

In Precinct 4, Stacy has directed every possible road dollar toward voter-approved projects, including the Miss May Vernon extension to the new high school, South Ben Payne Road improvements in partnership with the City of Fate, and closing funding gaps on Crenshaw Road. “This Court is committed to building roads wherever possible.”

Roads, Growth, and Taxpayer Protection

Commissioner Stacy emphasized that road investment is part of a broader commitment to responsible growth and tax stability. In 2025, he helped lead efforts requiring large developments to demonstrate adequate water supply, infrastructure capacity, and emergency services before approval.

“Responsible development means real roads, real water, and real planning,” Stacy said. “It also means standing up to developers when necessary and protecting families from higher taxes and endless traffic.”

“Rockwall County deserves leaders who keep their word,” Stacy added. “I’m committed to finishing the work we started so families spend less time in traffic and more time at home.”
