Rockwall, TX – January 30, 2026 – Over the past three years, Commissioner John Stacy has not raised county taxes beyond state mandates, honoring his promise to be a disciplined, budget‑conscious conservative voice for Precinct 4 taxpayers. The focus of his work on the county budget has been preservation: maintaining strong county services as Rockwall County’s population grows, while keeping taxes in check.
By passing a no‑new‑revenue budget that lowers the county tax rate to offset rising appraisals, Stacy has worked to protect taxpayers from growth pressures, stand up to developers when necessary, and strategically position Rockwall County to grow responsibly within the no‑new‑revenue rate into the future—in other words, to keep lowering the tax rate as property values rise so families can afford to stay in their homes.
“Families in Rockwall County are feeling the impact of higher appraisals every year, and they deserve leaders who will do the hard work of restraining government,” Commissioner Stacy stated. “This budget keeps my commitment: no county‑driven tax increases beyond state mandates, a lower rate that offsets appraisal spikes, and a continued focus on public safety, roads, and elections without growing government.”
The adopted budget maintains and strengthens the core responsibilities of county government while prioritizing efficiency and long‑term planning. Among the key results under Commissioner Stacy’s leadership:
- No tax increases outside of state‑mandated changes during his three years in office, including a no‑new‑revenue budget that reduces the tax rate to counter rising home values.
- Consolidation of multiple departments into a single Development Services office, shrinking bureaucracy instead of expanding it and improving customer service for residents and businesses.
- Ongoing work to modernize Rockwall County’s criminal justice and court operations by reducing reliance on paper and expanding secure electronic communication among departments, with the goal of creating one of Texas’s first fully paperless county court systems.
- Strategic use of the federal ARPA grant of just over 20 million dollars to build the new County Annex that houses most non‑criminal‑justice, public‑facing county departments, delivering that project more than 3 million dollars under budget and freeing resources to add two new courtrooms inside the courthouse, expand office space for the Sheriff’s Department, and complete the build‑out of the District Attorney’s Office.
“Stretching every dollar means we can prepare the county for growth without asking taxpayers for more,” Stacy said. “By bringing the annex in under budget and investing in our courthouse, sheriff, and district attorney, we have positioned Rockwall County to manage future growth responsibly without adding new debt or financial burden to taxpayers.”
“This budget reflects what voters have told us loud and clear: protect taxpayers first,” Stacy said. “We are funding the sheriff, the jail, our courts, and elections, investing in the infrastructure we already have, and doing it without raising county taxes on families.”
The budget complements Commissioner Stacy’s broader record on roads, growth, and taxpayer protection. Earlier this month, he helped move voter‑approved road projects forward by ending the diversion of transportation funds and selling major road bonds, and he has continued to stand firm against overdevelopment that lacks adequate water, infrastructure, and public safety planning. Together, these efforts form a coherent strategy: rebuild and expand existing infrastructure, resist unfunded overdevelopment, and stabilize county taxes over the long term.
“Since 2022, my focus has been simple: protect our residents from overdevelopment, rebuild our existing roads, and stabilize county taxes,” Stacy said. “Passing a no‑new‑revenue budget that lowers the county rate as appraisals rise—so tax bills stay stable instead of climbing year after year—is a major step in that direction.”
