NETCDC Welcomes Amanda Casper to Board of Directors

Rockwall, TX – July 26, 2025 – The North East Texas Community Development Corporation (NETCDC), a nonprofit organization dedicated to affordable housing and community development, is proud to announce the appointment of Amanda Casper to its Board of Directors.

Casper is the founder of the Greater Rockwall Youth Symphony (GRYS) and an accomplished horn performer and educator. She has taught hundreds of students, with many advancing to elite music programs and receiving full scholarships at institutions such as Eastman, the University of Michigan, and the Royal Conservatory of Scotland. A former freelance musician in New York, Cleveland, and Florida, Casper has also served as a licensed clinical social worker, bringing a unique perspective to education and community service.

“Amanda’s diverse background in education, youth development, and community engagement will be a tremendous asset to our board,” said David Vega, Board President of NETCDC. “Her experience building programs and mentoring young talent reflects our commitment to strengthening communities across North East Texas.”

Casper shared her enthusiasm for joining the organization, saying, “I’m honored to join NETCDC and look forward to supporting its mission to create opportunities and build strong, vibrant communities.”

NETCDC’s Board of Directors reflects the diverse fabric of the communities it serves, with at least 30% of board members representing low-income residents as required by HUD guidelines. The organization owns and operates several affordable housing properties, including The Meadows in Rockwall, and is funded through rental income and grants from the USDA Office of Rural Development and the Texas Department of Housing and Community Affairs (TDHCA).
