Rockwall, TX – March 25, 2025 – The North East Texas Community Development Corporation (NETCDC), a nonprofit organization committed to expanding affordable housing opportunities in Northeast Texas, is proud to announce the appointment of David Vega, CEO of Rockwall Capital Group, as President of its Board of Directors.
Mr. Vega brings more than 25 years of leadership experience in business consulting, finance, and community development. As President of the Board, Vega will help guide NETCDC’s mission to provide safe, affordable housing for low-income families and individuals in the region. His appointment reflects NETCDC’s continued commitment to strengthening its governance and strategic direction during a time of growth and opportunity.
“Affordable housing is foundational to thriving communities,” said Vega. “I’m honored to serve alongside a dedicated group of board members to ensure that families in our region have access to stable housing and a path toward greater economic security.”
NETCDC owns and operates multiple housing developments, including The Meadows, a 36-unit complex in Rockwall. The organization is funded by a combination of rental income and grants from the USDA Office of Rural Development and the Texas Department of Housing and Community Affairs (TDHCA). The Board of Directors is comprised of 15 members, with at least 30% representing low-income individuals as defined by HUD guidelines.
Vega, who also serves on several other community boards, is known for his strategic insight and passion for community engagement. Through Rockwall Capital Group, he has supported numerous small business growth initiatives, turnaround strategies, and socially impactful ventures throughout North Texas.
