Billie Bess Oatman Menefee, age 94, passed away on September 15, 2019. Ms. Menefee was born August 26, 1925, in Austin, TX. She was a dedicated homemaker who enjoyed cooking, baking, sewing, entertaining and decorating. Billie and her husband Bill were presidents of Robert E. Elementary School during the early 60s where their daughters Kandy and Terry attended. Bill and Billie were later transferred in the late 60s to the Dallas area where they made their new home in Garland, TX. Billie was very active in Garland with different Women’s Book Clubs as well as The Garden Club. She was an active member and served as President in the early 80s of the United Daughters of the Confederacy, Texas Division, Dallas Chapter No. 6, Dallas, TX. Billie was also a member and served as Regent in the early 80s of the National Society Daughters of the American Revolution, Colonel George Mason Chapter, Garland, TX. She was also very active as a member and served as Organizing President in the early 80s of the Daughters of the Republic of Texas, Colonel John Wheeler Bunton Chapter, Garland, TX. She was a member of the First United Methodist Church in Garland and was also a member of the Howard Taylor Sunday School Class.

Billie is survived by her daughters: Hazel Nan “Kandy” Lyle of Pearland, TX, and Terry Ann Menefee Goehl and husband Robert of Quinlan, TX; her grandchildren: John Newton Lyle, VII and wife Robyn of Pearland, TX, William Charles “Bill” Lyle and wife Marty of Katie, TX, Stephanie Ann Kirk and husband Jeremy of Rockwall, TX, William Jacob “Will” Fisher and wife Lindsay of Direct, TX, and Hollye Lynne Parks of Paris, TX; her great grandchildren: Alyssa Suzanne Blanton and husband Michael Blanton of Pearland, TX, Jonathan Newton Lyle of Ft. Worth, TX, Emilio Castel Lyle and Natalia Olivia Lyle of Katie, TX, Bailey Faye Kirk and Jacob Clay “J.C.” Kirk of Rockwall, TX, Rylie Grace Fisher of Direct, TX, and Tatum Elizbeth Parks and Clayton Samuel Parks of Paris, TX; and her great-great grandchild: Piper Lynn Blanton of Pearland, TX. She is also survived by several nieces and nephews. She was preceded in death by her husband: William George “Bill” Menefee; her parents: John Bunton Oatman and May Ellis Oatman Word Krueger; her sister: Nancy Janette Oatman Davis; and her brother-in-law: Charles Arthur “Charlie” Davis.

Funeral services will be held September 19, 2019, Rest Haven Funeral Home in Royse City, TX, with Pastor Chris Yost of Wesley First United Methodist Church, Greenville, TX, officiating. Interment will be in Austin Memorial Park in Austin, TX, with Reverend Jerry R. Lyle of Round Rock, TX, officiating.
