Victor G. Carrillo Files for Rockwall County Justice of the Peace (Precinct 2)

Rockwall, TX – December 8, 2025 – Victor G. Carrillo, a licensed Texas attorney and longtime public servant, announced his candidacy as a conservative Republican for Rockwall County Justice of the Peace, Precinct 2.

Carrillo said his decision to run stems from a lifelong commitment to public service and a desire to use his legal background and experience to benefit the people of Rockwall County.

“The Justice of the Peace court is often where people first experience our justice system,” Carrillo said. “With my legal education, years of courtroom and governmental service, and commitment to fairness, my goal is to ensure that everyone who enters this court is treated equitably, with integrity, and respectfully, while upholding law and order in our community.”

Carrillo brings more than two decades of legal, governmental, and regulatory experience to the race. He currently serves as a corporate director for Germania Farm Mutual Insurance Association and has held key public service roles, including Abilene assistant city attorney and municipal court prosecutor, Abilene City Council member, Taylor County Judge, and statewide elected official on the Texas Railroad Commission, where he twice served as chairman.

In addition to his public service record, Carrillo has held leadership positions as CEO, president, and board member in the energy industry, as well as an executive and government relations leader for a statewide public charter school system.  A licensed Texas attorney since 1994, he is fluent in Spanish and known for his collaborative leadership style. In 2024, Congressman Pat Fallon presented him with the U.S. Congressional Patriot Award.

Carrillo holds a B.S. in Geology from Hardin-Simmons University, an M.S. in Petroleum Geology from Baylor University, a law degree from the University of Houston Law Center, and a graduate certificate in Public Management from the Bush School of Government at Texas A&M University.

A native of Abilene, Carrillo and his family have called Rockwall home since 2012. Although his work was based in Dallas, the family chose Rockwall County for its exceptional quality of life and strong conservative values. He and his wife have been married 41 years and are proud parents of three married daughters and four grandchildren, with another grandchild on the way.

Guided by faith, family, and service, Carrillo is a Christian, husband, father, grandfather, and public servant. He looks forward to meeting voters across Precinct 2 and leading an accessible, fair, and equitable Justice of the Peace office that upholds law and order for the Rockwall community.

The election will take place on March 3, 2026, during the Republican primary.
