Rockwall, Texas — May 28, 2025 — The Northeast Texas Community Development Corporation (NETCDC) is proud to announce the appointment of Victor Cantu to its Board of Directors. With over two decades of experience in operations management, hospitality leadership, and small business ownership, Cantu brings a depth of perspective that aligns closely with NETCDC’s mission to promote equitable economic and community development across Northeast Texas.
Cantu is the founder and owner of Toro Steam Cleaning, a successful Rockwall County-based business he has operated since 2013. His entrepreneurial insights are grounded in a career of managing complex operations and leading high-performing teams. Before launching his own company, he served as Director of Hotel Operations & Revenue Management at Sycuan Golf & Tennis Resort. Earlier roles included General Manager at American Golf Corporation and Director of Front Office Operations at several premier hospitality venues in the Greater San Diego Area, including the Hotel Del Coronado and Westin Horton Plaza.

Cantu has a proven track record of delivering measurable results, whether managing multi-million-dollar budgets or building lasting customer relationships. His experience in hospitality and consulting has instilled a service-first mindset that he now brings to public service.
