William “Bill” Ralph Cecil, age 78, of Rockwall, TX, passed away on February 7, 2022. He was born August 7, 1943, in Norfolk, Virginia, to James Cecil and Louise (Graham) Cecil. Bill received his bachelor’s degree from Langston University. He served his country in the United States Air Force, retired as a Lieutenant Colonel, and was a member of the American Legion. He was also a contract administrator for the Department of Defense.
Bill was passionate about supporting organizations and serving communities. He served on the Rockwall City Council for 11 years and as Rockwall Mayor for 6 years. He was also a mentor for Rockwall ISD and a member of Lakepointe Church.
Along with serving as International Chair for the Rockwall Noon Rotary Club (where he wrote and successfully received a global grant to build and support schools in Nicaragua), he was the founding board member and past President of the Rockwall County Emergency Services Corporation and a board member of Patriot Paws. He was also an active supporter of Rockwall’s Helping Hands chapter and Rockwall Community Playhouse. Bill’s presence will be deeply missed.
Bill is survived by his loving wife Becky Cecil of Rockwall, children Renee Cecil of Rockwall, Jack Cecil and wife Angela of Heath, brother Jimmy Cecil and wife Sandi of Chesapeake, VA, and grandchildren Garrett Cecil and Rylie Cecil. He was preceded in death by his parents.
A celebration of Bill’s life will be held at 11:00 a.m. Wednesday, February 23 at Lakepointe Church – The Bridge at 701 E Interstate 30 in Rockwall, Texas 75087. Pastor Bob Gilliam will officiate. A gathering of family and friends will take place Tuesday evening from 6:00 to 8:00 p.m. at The Gathering at Rest Haven Funeral Home (Rockwall location).
Burial will take place at Evergreen Memorial Gardens in Wilson, NC.
